Planning Division

Welcome to the City of Richmond Planning Division!

Our office is currently closed to walk-in patrons. We are available for in-person services by appointment only until further notice, in accordance with the Contra Costa County Health Officer’s Order. Some staff is working on site; however, most are working remotely to continue to provide zoning and planning services during this time.

Staff is checking phone messages, mail, emails, and faxes, but may be delayed in their response. During this time, emails are the preferred method of communication.

At this time, the Planning Division is accepting applications by appointment or by email. If you have questions, contact your assigned planner. If you don’t know who your project has been assigned to or have general questions, please call (510) 620-6706, during the hours of Monday to Thursday from 8:30 am to 4:00 pm, and Friday from 8:30 am to 12:30 pm.

Planners will be accepting in-person or virtual appointments starting June 1, 2020. Each appointment block will be in 30 minute increments and we will be limited to 10 appointments per day. Appointments can be scheduled by emailing or calling the main line at (510) 620-6706. No more than two people will be allowed to attend the in-person appointment. All attendees will be required to wear a face covering and no one who appears to be sick will be allowed to attend. While in-person appointments are being held, staff reserves the right to conduct a virtual meeting in-lieu of an in-person meeting if it’s determined that the assistance can be provided through other means. Applicants are strongly encouraged to submit electronically to assist in reducing the spread of COVID-19.

The following information will be needed when making an appointment:

Name, phone number, and purpose of visit.

Upon consultation with a planner, you may submit the Planning Application Form, along with the Payment Form and all items on the applicable Application Submittal Checklists. Please review the submittal checklist and contact the planner on duty to receive an invoice.

Emails are limited to 10 MB, and the use of a file sharing link (dropbox, wetransfer, etc.) to submit applications is encouraged.
