The City Manager’s Office Transportation Division provides professional expertise related to transportation policy, planning, programs and projects to ensure safe, equitable, and sustainable access and mobility for residents, businesses, and visitors. The Transportation Division promotes the efficient movement of people and goods throughout Richmond by maintaining and enhancing a functional and efficient transportation network. The Transportation Division promotes the use of public transit, ride sharing, bicycling, and walking.
Developing, maintaining, and implementing the First Mile/Last Mile Transportation Strategic Plan.
Conducting and developing research, planning, and policies to address the City’s short-term transportation needs and to achieve the City’s long term mobility goals.
Developing equitable transportation decision-making frameworks for planning and project development.
Reviewing projects for consistency and compliance with the General Plan, Environmental and Community Investment Agreement (ECIA), Bicycle Master Plan, First Mile/Last Mile Plan, South Richmond Transportation Connectivity Plan and other City adopted policies/plans.
Developing and implementing sustainable transportation policies that improve transportation choices and minimize parking demand, congestion and pollution.
Fostering and leading citywide coordination of local planning, land use, and economic development plans with transportation plans and programs.
Coordinating with ECIA committee, Contra Costa Transportation Authority (CCTA), Water Emergency Transportation Authority (WETA), Metropolitan Transportation Commission (MTC), and West Contra Costa Transportation Authority (WCCTAC) for regional transportation planning for shared corridors and connectivity.
Managing grant funding and implementing a bike share network connecting future ferry terminal to the Richmond Bart Station.
Coordinating the electric vehicle expansion plan and grant reporting for existing charging network.
Establishing and managing vehicle share programs
Assisting with the adoption and implementation of zero emission shuttles
City Parking Authority
Establishing and monitoring citywide Parking Management Plan and coordination with Engineering (on/off street parking)
Traffic and Parking Regulations for transportation demand management (TDM)
Managing city parking lot leases
Neighborhood permit parking zones
Providing paratransit services for seniors and disabled persons.
